A month in which you provide no behavior-analytic service hours requires no supervision. The requirement resets every calendar month: there is no running total and no finish line.

How the 5% is calculated
Take the behavior-analytic service hours you provided in the calendar month and multiply by 5%. Sixty service hours needs 3 hours of supervision; 120 needs 6. Only service hours enter the calculation, so admin time, paperwork, and unpaid breaks do not raise the requirement, and they do not lower it either.
